Abstract

What is the future of the oil and gas sector in Lebanon? Following the recent discovery of these valuable resources in the southern Mediterranean, including in the Cypriot and Israeli offshore reserves, the possibility of Lebanon also becoming a petroleum-producing country has been raised. This collection of essays addresses the major challenges and opportunities that accompany the country's hope to join the petroleum club. Covering the key policy issues - from Lebanon's susceptibility to the oil curse, to the environmental risks of production - this book brings together expert analysis to offer answers at the institutional level. Of central importance, the contributors argue, is that for Lebanon to benefit from the discovery of petroleum, it must first reform its institutions with the full support of the voting public and civil society. "Au Moyen-Orient, le Hezbollah libanais apparaît désormais comme un acteur politique et militaire incontournable. Au Liban, il est de tous les gouvernements et a acquis de fortes positions de pouvoir. Ses détachements armés qui luttent à la fois contre l'État islamique et soutiennent le régime despotique d'Assad, ont acquis un poids militaire digne d'une véritable armée. Né comme l'expression politique des couches chiites libanaises pauvres et marginalisées par un système politique confessionnel discriminant, le Hezbollah s'est imposé à la faveur de l'expansion régionale de la République islamique d'Iran. Il est devenu le principal représentant d'une communauté chiite qui a connu de profondes transformations avec le développement d'une bourgeoisie, notamment dans la diaspora libanaise. Ces évolutions n'ont pas été sans conséquences sur la physionomie du mouvement islamique qui s'est adapté au système dominant et accompagne désormais activement les politiques néolibérales, au risque de fortes contradictions avec sa base sociale d'origine. Se refusant à réduire le Hezbollah à sa nature religieuse ou à céder à un orientalisme hasardeux, l'auteur resitue son développement dans le cadre des transformations sociales et économiques du Liban. Comment des crises exogènes (Kosovo, 11-Septembre, Afghanistan, Irak) s'insèrent-elles dans le débat d'une société elle-même traversée par de nombreuses lignes de fracture ? Comment se transforment-elles en ressource politique pour des acteurs libanais en situation concurrentielle ? Almost thirty years after its foundation, Lebanese Hezbollah is an organization that remains difficult to understand. What exactly is Hezbollah? An Islamist terrorist group dedicated to destroying Israel? The first Arab national resistance to have ever defeated Tel Aviv's troops? A patriotic and respectable party or a fascist network having managed to control all levels of Lebanese political life? How did this organization acquire such an important role in the Middle-Eastern game and in Lebanese politics? This book has three purposes. Firstly, to clearly articulate a definition of Hezbollah, presenting a thorough history of the party, describing its internal structure and the large scope of its social and political action. Secondly, to explain the evolution of the party's mobilization. And finally, to illustrate another path, political but mainly identity-related: that of the Shiite community, the main constituent of Lebanese society today. Abstract

This book explores the rise of Hizbullah as a direct consequence of both the Iranian Revolution and the entanglement of Lebanon in the Arab-Israeli conflict. Protracted civil war and overwhelming foreign intervention by Lebanon's neighbors enabled Hizbullah to emerge as the country's dominant politico-military force. Hizbullah disabled the Lebanese political system and, in its capacity as Iran's premier foreign proxy, allowed the Islamic Republic to take the lead in the regional tug of war with Israel. In its quest for achieving a distinguished regional status commensurate with its ambitions, Iran used Hizbullah to abort the Syrian uprising, actively contribute to its burgeoning influence in Iraq, and participate in its propaganda war against Saudi Arabia on a range of issues. The renewed US sanctions on Iran coincided with a worldwide campaign to dry up Hizbullah's sources of funding and compromise its integrity as a critical provider of patronage to its Lebanese Shi'ite base of support. The emergence of Russia as the real power player in Syria made it extremely difficult for Hizbullah to justify the high human cost it incurred to salvage the regime of Bashar Asad. This book examines the rise of Hizbullah and the marginalization and repression of Shi'ites that made them susceptible to exploitation by their sectarian leaders.

Abstract

Finding Room in Beirut: Places of the Everyday demonstrates why it is worth our while to explore the value and contemporary meaning of urban areas about to undergo complete renewal. Branching off from discourses surrounding the terrain vague, the book argues that large populated urban areas meet the criteria of the vague and constitute a particular perspective from which to build a critical stance in regards to the contemporary city. But unlike a terrain vague, a vague urbain -- inhabited areas where property ownership is usually obscure and informal behaviours a daily affair -- possesses real communities and offers an alternative understanding on how a city can be practiced and how lessons should be learned before its complete transformation. Stemming from a photographic and architectural documentation of Bachoura, a central area of Beirut, Lebanon, the book shows how the vague urbain allows for different ways of inhabiting, ways that are as -- or perhaps even more -- real and anchored in the imagination of the city as those proposed by standardising developments. Building on the intricacies of found situations, improvised uses and local narratives, it is an exploration as to how the meeting of a marvellous realism with l'intrigue, the vague urbain, and temporary architecture can provide opportunities for the emergence of hidden narratives.
